I wrote this script for a friend's old PHP Included webring because the previous script was making me tear my hair out in frustration, and because I've yet to encounter a decent PHP/MySQL webring script. I'm not sure that this is necessarily it, but it makes a good attempt. Not 100% finished, but fully functional all the same (there's just a bit of non-essential chrome stuff yet to come).
